Muhammad Tahir: What does the killing of Osama bin Laden mean for the war on terror ?

Hamid Mir: I think that this news about the killing of Osama bin Laden is the biggest story of the year 2011. It was a great surprise for most of the Pakistanis that Osama bin Laden, the world’s most-wanted person, was hiding in a city which is just 60 kilometers away from the Pakistani city of Islamabad.

Muhammad Tahir: So what does this mean for the future of Al-Qaeda? Who is the most likely candidate to replace bin Laden?

Mir: I think most of the people are of the view that Dr. Ayman al-Zawahri is the No. 2 in Al-Qaeda. I don’t think so. Mr. al-Zawahri is no more the No. 2 in Al-Qaeda. According to my information, the operations of Al-Qaeda were taken over by Saif-ul-Adil and Abu Hafsa al- Mauritani. These are the two important people in Al-Qaeda after the assassination of Osama bin Laden.

Yes, bin Laden is dead, but Al-Qaeda and its allies are not dead, and their biggest strength is the hatred against America in many parts of the world, including Afghanistan and Pakistan.
And I think that Osama bin Laden is dead, but Al-Qaeda and its allies are still not dead. Immediately after…the killing of Osama bin Laden there was a big bomb blast in the Pakistani city of Charsada, which is in the Khyber Pakhtunkhwa Province. Many people were killed.

Now I think that Al-Qaeda and the Taliban will try to take revenge [on] Pakistan because they believe that the Pakistani security forces provided some cooperation to the Americans.

Muhammad Tahir: From the outside, though, it really does look as though the Pakistanis didn’t have advance knowledge of the operation and don’t seem to have been involved in it. And then there is the simple fact that bin Laden was hiding in Pakistan. How is this going to affect Pakistani-U.S. relations?

Mir: According to my information, the Pakistani intelligence [service] provided and shared information about the possible presence of Osama bin Laden in that area first of all in May 2010 and again they provided that information to the Americans in August 2010. And I think that on the basis of that information the Americans were able to track down the hideout of Osama bin Laden.

Yes, they [the United States] never provided prior information about this particular operation. They never informed the Pakistani security forces about this operation, which was conducted this morning. But I have very confirmed and credible information that the Pakistani agencies shared the information with the Americans about bin Laden in August 2010 and that information actually helped [the] Americans to further find out the hideout of bin Laden.

Muhammad Tahir: How will his killing affect Taliban activities in the region, particularly in Afghanistan and the tribal regions of Pakistan?

Mir: Certainly this is a big blow to Al-Qaeda and the Taliban because Osama bin Laden was not very active in the last couple of years. But certainly he was a symbol of resistance against America. So his physical elimination is certainly a big setback.

Yes, bin Laden is dead, but Al-Qaeda and its allies are not dead, and their biggest strength is the hatred against America in many parts of the world, including Afghanistan and Pakistan.

Now is the time that the Americans should give some serious consideration that the physical elimination is OK. They have eliminated bin Laden physically but now they must try to eliminate his political philosophy through some political actions.

Muhammad Tahir: How is this going to affect the image of Pakistan? Pakistan’s leaders always denied any knowledge of bin Laden’s whereabouts, yet now we discover that he was living in an area close to sensitive military installations deep inside the country. Won’t this confirm many suspicions that the Pakistani government has been playing a double game?

Mir: I think that it was the Pakistani intelligence which actually provided information to the Americans and these types of things cannot be discussed in [the] media. When the U.S. media was saying that he is hiding in Pakistan and at that time [the] Pakistani side was saying, „OK, if you have information, then provide that information to us and we will take action.“ But there was some misunderstanding.

But right from the arrest of Abu Zubaydah and the arrest of Khalid Sheikh Mohammed and from the arrest of Ramzi Bin al-Shibh, and now the elimination of bin Laden — every target was achieved by the active help of Pakistanis and now the Americans should not doubt about the intentions of their Pakistani counterparts. If they are to improve further relations between Pakistan and America, they have to trust each other.

Luz María De Stéfano Zuloaga de Lenkait – Die lang angestrebte Einheit der Palästinenser und zwar von Fatah und Hamas ist selbstverständlich zu begrüßen. In diesem Punkt ist dem SZ-Kommentar („Israels Angst, Israels Chance“ von csc – 2.5.11) zuzustimmen. Eine Regierung der nationalen Einheit ist für Palästina längst fällig.

Aber die palästinensische Einheit und die Anerkennung Palästinas von der Weltstaatengemeinschaft hat mit einer Anerkennung Israels gar nichts zu tun. Als Enklave im Nahen Osten ohne legitime Grenzen hat Israel jeden Anspruch auf Anerkennung verspielt und verloren, solange es an der illegalen Besatzung von palästinensischen und arabischen Territorien festhält. Dieses ernste Hauptproblem Israels zu erwähnen und zu bewerten, ist dem SZ-Kommentator „csc“ gravierenderweise entgangen. Von welchen Grenzen spricht er?

Völlig daneben besteht Israel darauf, der einzige Staat der Welt zu sein, der auf ständige gewaltsame Expansion setzt, ohne legitime Grenzen. Obama ist sich dessen bewusst. Und so bekräftigt er, dass die israelische Expansionspolitik grundsätzlich abzulehnen ist. Allerdings schwenkt der US-Präsident immer noch in die fehlgeschlagene Nahost-Politik seiner Vorgänger ein: Die Priorität gilt dem israelischen Verbündeten. Dieses Nachgeben rückt die Perspektive einer Beilegung des Konflikts in weite Ferne.

„Das Hauptproblem, dem jeder Araber bei der Palästina-Krise von 1948 gegenüberstand … war die Suche nach einem Weg, auf dem wir uns gegen Aggression und imperialistische Unterdrückungsversuche verteidigen konnten… Manche vertraten die Ansicht, da wir eine kleine arabische Nation sind, einfach keine Möglichkeit hätten, den Frieden zu erlangen oder uns von Fremdherrschaft zu befreien; dass es absolut notwendig sei, uns unter irgendeine Form von Fremdherrschaft zu stellen; dass wir um unserer Sicherheit willen von irgendeiner großen Nation abhängen sollten und müssten…. Das Problem, dem freiheitlich denkende Araber gegenüberstanden, war es, Mittel und Wege zu finden, durch welche die arabische Nation fremde Aggression zurückweisen und ihre Freiheit bewahren konnte, ohne dabei unter den Einfluss einer Fremdherrschaft zu geraten oder eine Fremdherrschaft gegen eine andere einzutauschen.“

Nassers Worte und Richtlinien sind für alle Araber und Palästinenser aktueller denn je: „Die Geschichte gibt uns eine Lektion für die Gegenwart und eine Lektion für die Zukunft. Dieses Gebiet – die arabische Zone – wird immer besiegt, wenn sie geteilt und … zerrissen ist. … Der Grund der Niederlage lag immer im Separatismus, in Hass und Groll, da jene Mächte, die uns ausnützen wollten, ohne Unterschied diese Waffen benutzten, um uns in Sekten und Kleinstaaten zu teilen und so die arabische Nation Land für Land zu beherrschen… Es ist ebenso augenscheinlich, dass die arabischen Menschen, wann immer sie in Einheit und Solidarität zusammenstanden, fähig waren, die stärksten Armeen der Welt zu besiegen. Die Einheit und Freiheit befähigt uns, die britischen und französischen Armeen zu besiegen, genau wie damals, als wir uns gegen die Tataren vereinigten.“

Nikolai Gigov – Arms Dealer with ties to EADS

onlineredaktion – Nikolai Gigov is an extremely well-connected businessman, whose legitimate business interests besides Delta G include insurance and private security ventures as well as ownership of Sofia’s Lokomotiv soccer club.

He is widely alleged to have brokered arms deals with the former Yugoslavia in violation of UN embargoes, and may have an ongoing role in illegal traffic in methamphetamines. He has family ties to Serbia, and displays a vocal antipathy toward Muslims.

Through a combination of personal ties and liberal political donations, Gigov counts many of Bulgaria’s most powerful figures as „close personal friends,“ including President Parvanov, Interior Minister Petkov, and Sofia Mayor Borisov. He recently put these ties to use as the local agent for EADS, helping the European consortium win the MoD’s competition to supply the Bulgarian military with Eurocopter helicopters.

He has also worked with General Dynamics to supply Bulgarian-origin weapons and munitions to the Afghan National Army, and has indicated to us that he is interested in representing either Boeing or Lockheed in the MoD’s anticipated tender for fighter aircraft.

The Biggest Legalized Theft of Middle Class American Wealth

Rachel Alexander – Almost no one is talking about the most serious financial catastrophe taking place in the U.S. today. Instead everyone is focused on reigning in Congressional spending, particularly in areas like entitlements and Obamacare.

But there is a part of government that flies under the radar, unaccountably increasing our debt to far more dangerous levels. It is considered the financial part of the Executive Branch, but there are very few checks and balances coming from the other two branches of government. It is the powerful Department of the Treasury and the quasi-governmental Federal Reserve.

Timothy Geithner, Secretary of the Treasury, and Ben Bernanke, Chairman of the Federal Reserve Board, are two of the individuals most responsible for this financial meltdown, although it began prior to their terms in office. The Fed and the Treasury are responsible for engineering financial institution bailouts that cost taxpayers $12.1 trillion through February 2009. This massively dwarfs the $3.83 trillion spent on Medicare/Medicaid, Social Security, defense, and other government programs.

A few people are starting to speak up about this shadow budget. Former CEO and stock trader Karl Denninger is leading the expose. Glenn Beck and Elliot Spitzer are covering it on their talk shows. Rolling Stone Magazine featured a stunning expose this month about two wives of Morgan Stanley executives who received $220 million in bailout funds. The new documentary “Inside Job” uncovers who was really responsible for the 2008 financial meltdown. Tea Party activist and social media guru Eric Odom wrote an article last week about it entitled “The Greatest Financial Theft in the History of Man.”

Odom calls the bailouts a Ponzi scheme. The simple explanation of how they work is this: The big banks on Wall Street invest in risky ventures, like granting high-risk mortgages to people who really cannot afford them. When the investments inevitably fall through, leaving the banks on the brink of failing, the well-connected, powerful bank CEOs use their connections to the Federal Reserve and the Department of the Treasury to get the government to bail them out.

The government then steps in and bails the banks out through the Federal Reserve and the Treasury Department. This allows the cycle to repeat itself. The government enables the banks to continue making greedy, self-serving decisions that benefit themselves, not the average investor. Responsible homeowners who are underwater on their homes but keeping up with their payments and middle class investors pay the price for Wall Street playing fast and loose, as their investments depreciate.

Glenn Beck compares it to rewarding a spoiled child when they complain. Instead of letting the banks fail, which would teach them a lesson not to make risky investments, the government props them up to continue their irresponsible investments. In fact, in the years leading up to the 2008 financial crisis, the government encouraged the banks to increase the number of risky investments, peaking in 2007 when Rep. Barney Frank (D) became Chair of the House Financial Services Committee. Frank used his power to pressure Freddie Mac and Fannie Mae to increase the number of mortgages provided to borrowers with weak credit histories. There is plenty of evidence that the banks knew the risky mortgages were resulting in increased foreclosures, but continued their pattern of lending anyways.

Nothing ever changes or improves – it actually gets worse. Many of the bailout loans the Federal Reserve made to these banks were made at near-zero interest. The banks then used the money to buy Treasury bonds at higher interest rates. It is akin to loaning the money back to the government at a higher interest rate! Even worse, in order to continue to afford these bailouts, the government must print more money, because there is no more money.

There is a conflict of interest helping create this Ponzi scheme: the revolving door between the administration’s top financial positions and Wall Street. Treasury Secretary Timothy Geithner was president of the quasi-governmental Federal Reserve Bank of New York where he worked with AIG prior to becoming Treasury Secretary. This no doubt influenced the favorable treatment AIG received later from the government when Geithner became Treasury Secretary, which included bailouts and approval of large bonuses to its executives.

The quasi-governmental nature of the Federal Reserve compounds the problem. It is given massive powers due to its governmental nature, while it is held less accountable due to its private side. Its decisions do not need to be approved by Congress or the Executive Branch. The Federal Reserve’s powers have expanded more under Bernanke than any other time during the Fed’s entire existence going back to 1913.

The Federal Reserve sets interest rates chiefly by funneling more or less money into the economy – which includes printing more paper money when there is no more money. When it allows too much money to enter the economy, triggering interest rates to fall, banks give out riskier loans, and eventually too many people default and everyone clamors for government to come in and rescue them, from the lenders to the investors and homeowners. Clearly, this is unworkable over the long term because it is financially unsustainable.

Fiscal hawks like Congressman Ron Paul have been calling to end the Fed for years. Lately, calls to audit the Fed have been picking up steam. If there were no Federal Reserve, and individual banks were left to fail when they made risky investments, we would not have the massive extended recessions and depressions. The Federal Reserve would not be able to prolong the influx of easy credit, which ensures that there will be a colossal failure when it all comes crashing down. Instead, individual banks would fail one by one, barely noticeable to the economy overall.

What is wrong with this picture? Why is government bailing out Wall Street – some of the wealthiest people in the country? Now, the folks responsible for this Ponzi scheme are the ones in charge of fixing it. Odom characterizes it this way: “The individuals who drove the car off the cliff were handed the keys to the new car.” Geithner, Bernanke and Frank are suggesting more government regulations to fix the problem. Some of their proposed fixes include helping homeowners in foreclosure keep their homes. This would not fix the problem but would only put a band-aid on it. Enabling people to remain in homes they cannot afford merely continues the cycle. High-risk homeowners should never have been put in homes they could not afford, with mortgage loan terms they could not keep up with, such as interest-only payments and ARM loans.

Geithner, Bernanke and Frank are calling to raise the debt ceiling. This will assist them with perpetuating the biggest legal government scam in history. Meanwhile, responsible middle class Americans are barely making it, as their investments are devalued and government expands, finding more ways to collect money from them to support its Ponzi scheme.

This is not capitalism gone amuck, as Barney Frank claims. The government bailing out private banks is not capitalism but quasi-socialism. There is a simple solution to fix this: the banks must be held accountable. There should be a way to sue the banks that originate the irresponsible investments and loans, even if they transfer their risky ventures to other banks. Nor should they be bailed out when they fail. For every bank that fails, another one that is more financially responsible is ready to step up and take its place. Fannie Mae and Freddie Mac are quasi-governmental lending agencies, so suing them would only hurt the taxpayers. They were responsible for the highest rates of foreclosures. They have grossly failed, and represent government at its worst, so the only solution is to eliminate them.

A few wealthy, unelected but well-connected public officials with conflicts of interest should not be able to transfer the public’s money to their favorite greedy, irresponsible, private financial institution run by friends. Especially when the country is going bankrupt. It is imperative that those who can bring attention to this looming disaster do so, and stop this spiraling cycle before our country collapses economically. Congress has made a good start by ordering the Federal Reserve to open its books on the bailouts. Now there needs to be some action.

Guten Tag Deutschland,

bereits vor einiger Zeit habe ich mich an das deutsche Volk gewandt, um auf den Skandal aufmerksam zu machen, wie ich, der erfolgreichste Finanzminister Österreichs aller Zeiten, mit Hilfe einer Medienkampagne fertiggemacht werden soll.

Aber diese Medien werden mich noch kennenlernen, ebenso diese austrische Justiz mit ihrer Verfolgung Unschuldiger. Diese Justiz und diese Kampfpresse muss auch international an den Pranger gestellt werden, da ich nämlich eine blütenweiße Weste anhabe…meistens jedenfalls.

Guter Tag mit saniertem Budget
Mein seinerzeitiges Minister-Motto (ich war austrischer Finanzminister von 2000-2007) lautete:

„ein guter Tag beginnt mit einem sanierten Budget“.

Weil ich das austrische Budget so gut saniert habe, hatte ich viele gute Tage. Und ich habe nicht etwa halbherzig saniert, sondern anständig, anders als diese Spaghetti- Schafskäse- und Paella-produzierenden Südländer, die jetzt den Euro in den Abgrund reißen.

Diese Länder sollen sich mal ein Beispiel daran nehmen, wie ich durch Verscherbelung, äh, ich meine natürlich: glänzenden Verkauf unseres austrischen Staats-Tafelsilbers, richtig Geld hereingebracht habe.

Die BUWOG-Affäre
Zum Beispiel im Jahre 2004 die 65.000 bundeseigenen Wohnungen der Bundeswohnungsgesellschaft, kurz BUWOG genannt, die wir an die Firma Immofinanz losschlugen.

Dass ich dabei den Rat und den Einsatz meiner engen Freunde und tüchtigen Geschäftsleute Peter Hochegger und Wolfgang Meischberger kräftig förderte, versteht sich ja von selbst.

Dass mein Freund Karlheinz Muhr bei den Lehman-Pleitebankern war und diese mit der Verkaufsplanung beauftragt wurden, obgleich die Lehmänner 4 Millionen Euro teurer waren, als der nächste Anbieter, ist doch klar. Dadurch sparten wir uns auch eine Bewertung der Wohnungen.

Motto: Bewertung ist gut, Vertrauen ist besser.

Meischberger und Hochegger haben für ihre harte und aufopferungsvolle Arbeit einen anständigen Lohn von der Immofinanz bekommen, der bei 9.6 Millionen Euro lag.
Sofort jaulte die austrische linke Kampfpresse auf, der Lohn sei in Wirklichkeit für Insiderinformationen bezahlt worden. Meine persönlichen Freunde hätten nämlich über mich erfahren, was die anderen Mitbieter offeriert hätten, sodass die Immofinanz leicht darüber bieten konnte und so den Zuschlag bekam.
Diese Unterstellung ist eine unglaubliche Frechheit.

Jetzt versuchen sie mir auch noch nachzuweisen, ich hatte von dem hart erarbeiteten BUWOG- Geld etwas abbekommen, ein sogenannter Bestechungslohn. Das ist eine erbärmliche Lüge, insbesondere wenn man berücksichtigt, welch bescheidenen Lebenswandel ich führe, und welche Reichtümer meine liebe Frau über die Familie Swarovski besitzt.

Lege alles offen
Ich will aber hier die Gelegenheit nutzen, um meine Vermögensverhältnisse offenzulegen, sodass jedermann sehen kann, was für ein schäbiges Spiel diese linken und liberalen Tintenkulis in unserer geliebten Alpenrepublik spielen, bloß weil sie neidisch auf meine politischen und wirtschaftlichen Erfolge sind.

Nach meinem Abschied als Finanzminister offerierte mir Kaffee-Meinl der Fünfte, einer der erfolgreichsten Unternehmer Österreichs – der deshalb der Verfolgung Unschuldiger der austrischen Justiz zum Opfer fiel – bei der Meinl International Power (MIP), die der Kaffee Fünfte gerade mit viel Tam Tam an die Börse bringen wollte, als Ratgeber, Management-Consultant, Aktienpusher, Aktieninhaber und Aktienverkaufserleichterer einzusteigen.

Ich habe sofort zugesagt, diese Herausforderung anzunehmen, und durch die Kombination des exzellenten Kaffee-Rufs und meines feschen Aussehens, meines Bekanntheitsgrades – selbst unter Obdachlosen mehr als 80% – meines wirtschaftlichen Sachverstandes und meiner Freunderlwirtschaft, äh, ich meine Wirtschaftsfreude den Aktienverkauf einer breiten ahnungslosen Öffentlichkeit schmackhaft zu machen. Das gelang hervorragend.


Das bin ich, der fesche Karl-Heinz

Für diesen 150%igen Einsatz meinerseits hat mich die Meinl Bank über ihre Filiale in Antigua (Antillen) anständig bezahlt.
Ich habe diesen Lohn (4 Millionen Euro) aber nicht sofort nach Österreich überwiesen, sondern zunächst eine für mich allein wohltuende Stiftung in Liechtenstein gegründet, die sog. Grasser Stiftung, die wiederum zwei Firmen etwas weiter weg in der Karibik gegründet hat, die wegen ihrer Grösse in einen Briefkasten passten:

– Waterland und

-Silverwater (in Tortuga /Virgin Islands) angesiedelt)

Animiert hat mich zur letzteren Namensgebung der Karl May Roman: Der Schatz im Silbersee, ein See, der ja mit Silberwasser gefüllt ist.

Die Gesellschaften dienten dem Zweck, das ständige Nachschnüffeln dieser austrischen Tintenkulis, „was hat der Grasser wann und für wen gekauft“, etwas schwieriger zu gestalten, also sog. Zweckgesellschaften.

Außerdem habe ich
– als Ableger meiner Silverland-Stiftung in Liechtenstein (nicht zu verwechseln mit Silverwater) die Levesque Holding Limited auf Zypern ins Leben gerufen,

– die wiederum eine Tochter namens Germain Limited kreierte

– diese wiederum als Treugeberin für die Firma SMW OG fungiert, an der ich wiederum beteiligt bin.

Ist doch eigentlich ganz einfach zu verstehen und hat mit dem Versuch der Verschleierung und Steuerhinterziehung überhaupt nichts zu tun.

Außerdem besitze ich die Firma Valuecreation, in Wien angesiedelt, (Nomen est omen), eine Zweckgesellschaft, die für mich Wohlstand kreieren soll.

Diese hervorragende, daher mir gehörende Firma zur Wohlstandsvermehrung, erhielt von meiner Firma Silberwasser, äh, ich meine Silverwater im Jahre 2007 1 Million Euro. Im Jahre 2008 flossen 1,5 Millionen in Richtung Valuecreation und im Jahre 2009 nochmals 1,5 Millionen Euro. Das Geld war das bereits erwähnte Beratungshonorar für die Meinl-Firma Meinl International Power.

Das ist noch ein vergleichsweise geringer Betrag, wenn man meine außerordentlichen Erfahrungen und meinen ausgezeichneten Namen berücksichtigt.

Da meine Firma Valuecreation nun flüssig war, nahm ich einen Kredit über 4 Millionen zu einem günstigen Zinssatz bei ihr auf .

Nur böswillige Schreiberlinge, übereifrige Finanzbeamte und verfolgungsgeile Staatsanwälte können daraus konstruieren, der Kredit sei in Wirklichkeit keiner, sondern eine steuerpflichtige Zuwendung. So ein Quatsch.

Kredit ist Kredit, Firma ist Firma, und ich bin ich.

Diese Herrschaften können offenbar auch nicht akzeptieren, dass jemand mit meiner Erfahrung, und meiner Ausstrahlungskraft, mindestens hundert Mal so viel verdient , wie diese professionellen Schnüffler.

Mit diesem Kredit konnte ich dann eine standesgemäße Penthouse-Wohnung in der Kaffeehausstadt Wien kaufen und renovieren, die ich jetzt an mich selbst, äh, an meine Firma abbezahle.

Meine Schwiegermutter und die Hypo-Alpe Skandalbank
Im Jahre 2007 lud mich der hochanständige Investmentbanker Tilo Berlin ein, bei dem Verkauf der Hypo- Alpe (Skandalpe) an die Schlafmützen der BayernLB etwas Geld mitzuverdienen. Ich habe das aber abgelehnt, stattdessen die Chance für meine Schwiegermutter Marina Giori-Lhota gesehen.

Es handelte sich um einen Einsatz von 500.000 Euro.

Das dazu erforderliche Geld hatte ich zwei Jahre zuvor bar bei einer schweizer Bank abgehoben und in drei Transportfahrten über die Grenze in einem Aktenkoffer nach Österreich geschafft.

Während der Fahrten ist mir klargeworden, dass auch illegale Transporte von Drogendealern, Waffenhändlern und Terroristen auf diese Weise möglich sind, daher habe ich mich in Europa für das Verbot derartiger undeklarierter Geld-Transporte stark gemacht – nach Abschluss meiner Aktenkoffer-Transportfahrten selbstverständlich.

Das seinerzeit transportierte Geld habe ich dann für meine Schwiegermutter über die Bank des Kaffee-Fünften investiert, und diese Papiere im Jahre 2007 wieder verkauft, um flüssig für sie zu sein, für das kleine Gewinnspiel mit der Hypo-Skandalpe.

Nach dem Verkauf an die BayernLB im Mai 2007 waren dann aus 500.000 wie durch Zauberhand 783.972 Euro geworden.
Meine Schwiegermutter Marina Giori-Lhota aus dem Hause Swarovski hat sich natürlich riesig gefreut über diesen Geldsegen und war richtig stolz auf mich, ihren tüchtigen Schwiegersohn.

Die linke Kampfpresse behauptet nun, meine Schwiegermutter habe lediglich als Strohmann gedient. Das ist geradezu lächerlich, weil sie eine Frau, und nicht ein Mann ist. Außerdem wäre sie als tüchtige Geschäftsfrau niemals mit der Rolle eines Strohmannes, pardon Strohfrau, einverstanden gewesen.

Von Mandarin(en) oder: die süßesten Früchte fressen nur die großen Tiere
Das Geld hat eine Firma Ferint, die für mich im Auftrag meiner Schwiegermutter tätig wurde, dann an die Mandarin(e)- Investmentfirma überwiesen, die von dem tüchtigen Investmentbanker Norbert Wicki weisungsgerecht geleitet wird.

Dort parkte und investierte auch mein Freund Meischberger sein hart erarbeitetes BUWOG-Geld, und ließ gelegentlich über Geldboten von den Mandarinen-Konten in Liechtenstein etwas Kleingeld abholen.

Die Firma selbst ist nicht in Liechtenstein, sondern in Belize beheimatet, einem Briefkasten-und Ferienparadies in Lateinamerika, weit genug von Steuerschnüfflern und der austrischen Kampfpresse entfernt.

Aber obwohl das eigentlich jetzt alles geklärt ist, versuchen austrische Tintenkulis und die Justiz mir weiterhin wegen angeblichen Bestechungsgeldern im Falle BUWOG nachzusetzen. So stürzten sie sich z.B. auf ein Konto „Natalie“ bei den Mandarinen, auf das mein Freund Meischberger etwas Geld (rund 3 Millionen Euro) eingezahlt hatte..
Daraus wird in rechtswidriger Weise konstruiert, ich stünde dahinter, bloß weil meine verflossene Verlobte Corrales-Diez mit Vornamen Natalia hieß. Ich bitte Euch Deutsche, wie viele Natalies, bzw. Natalias gibt es alleine in Österreich, von Deutschland gar nicht zu reden?

Auch dass von dem Natalie-Mandarinen- Konto Zahlungen auf mein Konto in Kitzbühel erfolgten, ist nicht einmal ein Indiz, vielmehr leicht damit zu erklären, dass ich viele Bewunderer habe, die ihre Bewunderung gelegentlich auch in Geldgeschenken ausdrücken.

Gleiches gilt für sogenannte mir nahestehende Bankverbindungen, auf die auch Geld vom Natalie-Konto geflossen ist..

Mein Kampf für den Eurofighter
Unser austrisches Militär braucht eine kampfstarke Luftwaffe, da wir ringsum von politischen Feinden umgeben sind, gegen die wir uns notfalls schlagkräftig verteidigen müssen.

Ich habe deshalb im Jahre 2003 darauf gedrängt, den besonders teuren aber hochmodernen Eurofighter von der EADS zu kaufen.

Obwohl ich das völlig uneigennützig aus übergeordnetem Staatsinteresse gemacht habe, warf die austrische Presse mit Dreck nach mir und schrieb:

•Bis heute nicht geklärt ist Grassers Rolle beim Kauf der 18Abfangjäger. Für Freund und Feind gleichermaßen überraschend setzt sich der Minister 2003 plötzlich sehr dafür ein, die Flugzeuge bei EADS/Eurofighter zu kaufen. Im Rahmen eines parlamentarischen Untersuchungsausschusses kommt Jahre später ans Licht, dass EADS äußerst großzügige Aufträge an die Werbeagentur „100% Communications“ vergeben hat, die den Grasser-Parteifreunden Erika und Gernot Rumpold gehört. Am Ende wurden Honorare von fast sieben Millionen Euro bezahlt. Zu den größten Nutznießern der umfangreichen Gegengeschäfte mit EADS zählte wiederum Grassers ehemaliger Arbeitgeber Magna.“.

Alles Quatsch.

Wie gesagt, meine Weste ist blütenweiss —-meistens jedenfalls.

US National Security Information Operations: Obama’s Bin Laden Kill Sets Precedent

John Stanton – According to the Army Special Operations Forces Unconventional Warfare, September 2008, “Information is a strategic resource vital to national security. Dominance of the information environment is a reality that extends to the armed forces of the United States at all levels.

Military operations, in particular, are dependent upon many simultaneous and integrated activities that, in turn, depend upon information and information systems, which the United States must protect…With the free flow of information present in all theaters, such as TV, phone, and Internet, conflicting messages can quickly emerge to defeat the intended effects.

As a result, continuous synchronization and coordination between Information Operations, Public Affairs, Public Diplomacy, and U.S. allies is imperative. It also helps to ensure that information themes employed during operations involving neutral or friendly populations remain consistent.”

In short, the media in all its forms—mass, blog, social, print, electronic, spoken word—is a physical element to be accounted for in national security operations just like the weather or inhospitable geographic terrain. And that means citizen consumers of information are absorbing content from providers who are accounted for and manipulated by national security commanders (civilian and military) in planning and executing operations.

Shaping the information environment means targeting the media not with violence but with logrolling techniques, trial balloons, trades/leaks, etc. The main stream media (MSM) is the focus of these efforts as the population/culture largely looks to the MSM for guidance on how to dress, think, travel, eat, listen, watch and speak. The Combatant Commands and the US Department of Defense News Services assist in shaping the consciousness of the nation as well.

I Shot Bin Laden, But I Didn’t Shoot the Deputy
The National Security Operation approved by US President Barak Obama that ended Osama Bin Laden’s was a gem in terms of Military Information Support Operations (though it should be renamed National Security Information Operations). Planning included meeting with editors of US publications like The New York Times, Washington Post and the Wall Street Journal. CNN and FOX, and select allies, were likely briefed as well. These outlets transmit the voices and thoughts of those who take the country to war, set economic policy, and decide whether a Broadway play succeeds or fails.

Even though the original version of the Bin Laden story continues to crumble/change, it was wildly successful in stimulating US nationalism through the media’s constant repetition of the matter. Even Hezbollah’s website Al Manar carried wires stories from AP on Bin Laden’s ignominious demise.

But it is far too early for anyone to speculate what the fallout will be from the targeted killing of Bin Laden and the use of the media to exploit his death and humiliate Pakistan. Kristen Eichensehr’s Assassination Policy Under International Law–in the May 2006 issue of Harvard International Review– cautions against the celebratory madness seen in the USA after Bin Laden’s death. It reminds that retribution against US leaders should not be unexpected.

“Publicized US employment of targeted killings in the war on terror made a return to the previous era of credible moral superiority in rhetoric impossible. The preferable alternative to targeted killing of enemies should always be arrest and trial, but in cases where those alternative measures are not available, targeted killing may be the next best alternative. However, careful calculation of the risks and benefits of employing the policy must be weighed before it is implemented. The threat of reciprocity and repercussions for society are serious considerations that are often not given enough weight, and the policy should be re-examined continually to evaluate its effectiveness in decreasing the threat to the employing state’s citizens. In some instances, targeted killings are both legal and effective, but for societies founded on principles of human rights, they should never be the first choice.”

Higher on the list of tasks for the Navy Seals, than terminating Bin Laden, was to gather information/intelligence from Bin Laden’s hideout that would allow further exploitation and shaping of the domestic and global information terrain; and, hence, public consciousness on matters of national security. Indeed, much appears to have been collected by the pickers on the Navy Seal Teams (designated shooters and pickers of information) in the form of hard drives and other electronic/print media.

This has provided the National Security System, led by President Obama, to “do a Wikileaks.” Over the coming months (and years?) bits and bytes of Bin Laden’s operation will be given to, or leaked to, favored media outlets. The Hollywood liaison offices at the Pentagon and elsewhere will be busy working with script writers for the Bin Laden story to further shape the information environment via the movie screen.

Cry Havoc! Let Loose the Electrons and Photons of War
Like their US counterparts in the national security machinery, The Islamic Emirate of Afghanistan has similar views on the importance of media exploitation. They are savvy too.

“Wars today cannot be won without media. Media is directed to the heart rather than the body. The weapon is directed to the body. If the heart is defeated the battle is won and the body is defeated. In the beginning, with the fall of the Islamic Emirate, the enemy thought that the field was completely open before them, and they spread their lies and falsehoods that they had destroyed the Islamic Emirate and its Mujahideen and that their victory in the land of Afghanistan was complete.

All of their resources, especially their media were directed towards changing the ideas of Afghans and injecting defeatist thought into them and instilling in them a petrifying fear of the new occupiers. First through the grace of Allah, subhanahu wa ta’ala, then through the victories of the Mujahideen and their rightly guided leadership; and after defeats were inflicted on the enemy on the field of battle, a media committee was established to contest with the enemy in the (media) field.

Among other committees, the Islamic Emirates established a special Media Committee to spread news about Jihadist activities in different fields and chase away the voice of the unjust enemy who, before the entire world, was distorting the image of the Jihad in Afghanistan and was claiming false victories here and there over the Mujahideen. Need called for the existence of a media agency to take responsibility for the Mujahideen in Afghanistan; speaking on behalf of the Islamic Emirate; delivering news of its victories on the battlefield to its friends and to the world; exposing the falsehood of its enemies and their media; responding to the claims and its daily changing deceptions; and delivering to the world the voice of truth and jihad and its point of view about current Jihadist events in the land of Afghanistan.

Our website specializes in conveying field reports from the combat zones and publishing the statements of the Ameer ul-Momineen and the statements of the Command Shura Council about different issues pertaining to Jihad, in addition to articles and official analysis. They have many sections: for example there’s an Islam page, a magazines page, and a page for films produced by official studios. We also print magazines and statements and distribute them in popular circles at home and abroad. Additionally, we produce different publications and regulations and distribute them among the Mujahideen. There is also a “Voice of Shari’ah” that broadcasts news and official statements day and night.”

Civil and Military Become One, Media a Tool
It now seems ridiculous to use the term “military operations” since the lines differentiating civilian and military practice have long since ceased to exist. The only notable difference between civilian and the military is in the clothing; one sports a Brooks Brothers business suit, the other military gear adorned with awards.

At any rate, President Barak Obama implied as much in his National Security Strategy of the USA. As a matter of policy, America has gone “beyond traditional distinctions” indicating that America’s homeland defense, commercial activities and military operations have all fused together to defeat terrorists, drug lords, the black market, et al. The moniker selected for this is “Whole of Government, Whole of Nation” effort which the world will hear more of in the coming months and years.

Better now to think of the USA as a National Security System. National Security Operations are conducted on either the strategic or tactical level using any one or all of the USA’s instruments of national power as excellently defined by the US Army’s Unconventional Warfare manual cited above. Those elements of power are diplomatic, information, military, economic, intelligence, law enforcement, and financial.

So, where to turn to for the news? How to differentiate between news content of Al Manar (Hezbollah) and the New York Times? How to know whether the Washington Post or Press TV (Iran) has the right angle on the story? The “bad guys” at those publications are carrying items off the AP, Reuters’ wires. They report on floods in the US Midwest like their US counterparts. Al Manar is a huge fan of NBA basketball and LeBron James. And what to make of the reporting style of Xinhua (China) or the Daily Star (Lebanon)?

The US Army Special Forces document cited above outlines the dangers of a centralized media. The hazards are real, the battlefield is everywhere now, and the mind, or heart, is the target.

Conspiracy Theorists: Take a Hike!
Understanding the operation of the National Security System is not hard if one is an educated information consumer, a student of the information terrain cognizant of the doctrines used by those who manipulate and attempt to shape individual and collective thought. Marketers selling soda and beer use techniques that are similar.

Before forming opinions based on information provided by the media be it Fox News, Press TV, Al Manar, the Wall Street Journal or the Washington Post, beware the hazards of National Security Operations.

Hazards of centralized mass media include the following: 1.) A disproportion of power occurs and disproportionate informational power accrues to those who control centralized mass media; arguably, it is inherently undemocratic. 2.) An inability to transmit tacit knowledge; the context of content presented must either be explicitly explained or is assumed to be understood by the receiver. 3.) An inclination to focus on the unusual and sensational to capture the receivers’ attention, leading to a distortion and trivialization of reality. 4.) The deliberate promotion of emotions such as anxiety, fear, or greed can be used to sell a particular agenda. 5.) An inability to deal with complex issues because of time and economic constraints leads to simplification, further distorting and trivializing reality.

Weiter morden und unbestraft bleiben?

Luz María De Stéfano Zuloaga de Lenkait – Osama Bin Laden soll es sein, der von einer US-Spezialeinheit in Pakistan getötet wurde. Alles ist auf die Aufmerksamkeit der Medien zugeschnitten. Es scheint wie in einem James-Bond-Film zuzugehen.

Der Beitrag von Stefan Ulrich (SZ vom 4.5.11: „Darf man Terroristen einfach töten?“) ist sehr bereichernd für die SZ-Redaktion und für alle Leser der Süddeutschen Zeitung hinsichtlich eines sehr wichtigen Aspekts des Völkerrechts, sowie des Strafrechtsverfahrens und des Verhaltens der Polizei in einem Rechtsstaat. Stefan Ulrich gibt Anlass und Basis für Überlegungen und Feststellungen insbesondere in Bezug auf das verkehrte Verhalten der USA.

Abgesehen davon, ob man einer Erklärung des US-Präsidenten Glaubwürdigkeit schenkt oder nicht, fällt die Eile als merkwürdig auf, mit der nicht nur die Umstände der Tat verborgen blieben, sondern auch die Leiche verschwand. Warum gerade jetzt zu diesem Zeitpunkt?

Warum gelingt es gerade jetzt den Amerikanern?
Die Tat, die auf pakistanischem Territorium begangen wurde, ist jedenfalls ein Verstoß gegen das geltende Völkerrecht. Gleichzeitig herrscht Unruhe überall in der arabischen Welt. Warum gerade jetzt gelingt den Amerikanern, gelingt Barack Obama den meist gesuchten Mann zu töten?

Die Vorstellung, dass der Präsident eines Verfassungsstaates, eines Rechtsstaates, wie die USA es angeblich sind, einen Auftrag zum Mord gibt, und zwar den Auftrag jemanden zu töten in einem ausländischen Land, ist jenseits jeder rechtsstaatlichen Verantwortung für einen Mann, der das höchste öffentliche Amt trägt. Durch einen solchen Auftrag zum Mord wird der Präsident der Vereinigten Staaten selbst ein Schwerverbrecher, der die eigenen Gesetze seines Landes und das internationale Gesetz sprengt.

Kurz davor erfolgte der Bomben-Anschlag gegen ein Wohnhaus in Tripolis, infolgedessen der jüngste Sohn von Gaddafi und drei Enkeln getötet wurden. Dürfen die westlichen Angreifer weiter morden und unbestraft bleiben?

Washington: Wir sind im Krieg
Aus Sicht der Vereinigten Staaten sehen sie sich immer noch in einer Art globalen Krieg gegen den Terror. Diese Erfindung vom George W. Bush verstrickt US-Amerika und seine Gefolgsstaaten in eine Kette von Gewalt und Tod, eine Kette, die sie selber schmiedeten und mit der sie sich selbst versenken.

Washington hat immer wieder betont: Wir sind im Krieg. Damit entsteht die zunehmende Gefahr, wie Völkerrechtler zu Recht warnen, mit diesem Hinweis Gewaltaktionen in aller Welt zu rechtfertigen. Staatsmänner und Politiker müssen sich davor hüten, leichter als bisher auf das Kriegsrecht zu pochen, um Gegner auszuschalten. Die Ziele des Völkerrechts, Frieden zu stiften und Menschenrechte zu schützen, würden konterkariert.

Der sogenannte „Krieg gegen den Terror“ darf keineswegs wieder erweckt werden, denn seine Folge wäre ein weltweites Schlachtfeld, das den Völkerrechtsrahmen sprengen würde. Gefolgsleute der US-Falken und Betrüger wie der ehemalige CSU-Verteidigungsminister Karl zu Guttenberg teilten diese verheerende Auffassung der amerikanischen Falken.

Eine gezielte Tötung ist generell nicht zulässig, nicht einmal bei einer polizeilichen Festnahme, es sei denn die Polizei handelt in Notwehr – oder Nothilfelagen – also um einen unmittelbaren Angriff von sich oder anderen abzuwehren. Aber dieser eventuelle oder kontingente, verhältnismäßig zu bleibende, tödliche Einsatz von Polizisten mit Schusswaffen hat mit gezielten Tötungen von (mutmaßlichen) Terroristen gar nichts zu tun.

Denn von ihnen geht zwar nach Ansicht ihrer Verfolger eine große Gefahr aus, aber eben keine unmittelbare. Es handelt sich um Verdächtige, deren Schuld in einem rechtsstaatlichen Verfahren nachgewiesen werden müsste – und die dann verurteilt und bestraft werden dürfen, soweit das nationale Recht es vorsieht.

Polizisten in einem Kriminalfall
Das Weiße Haus hat zuerst unterrichtet, dass beim Anschlag des amerikanischen Einsatzkommandos gegen Bin Laden, dieser Widerstand geleistet habe. Heute weiß man das Gegenteil. Das Weiße Haus teilte mit (3.5.), er sei unbewaffnet gewesen. (SZ, 4.5.11)

Die USA wollen offensichtlich wie Polizisten in einem Kriminalfall handeln. Die Exekutive, also der USA-Präsident maßt sich an, die Gerichtsbarkeit zu übernehmen. Da beginnt sein verkehrtes unrechtmäßiges Verhalten. Sein Vorgehen wäre dann am Polizei– und Strafprozessrecht zu messen. Eine gezielte Tötung ist danach nicht erlaubt. Allerdings durfte das Sonderkommando Bin Laden erschießen, falls er sich wehrte und es dadurch in eine Notwehrsituation geraten würde, was nicht der Fall war, da, wie jetzt gewusst wird, er keinen Widerstand geleistet hat.

Eines der furchtbarsten und brutalsten Attentate unseres Jahrhunderts waren die Terroranschläge auf die Zwillingstürme des New Yorker World Trade Center am 11.9.2001. Ein bis heute seltsames unaufgeklärtes Attentat im Herzen der USA. Alle FBI-Untersuchungen sind schon unter George W. Bush unterbrochen und von Barack Obama nicht weitergeführt worden.

9/11 Beweismittel genau so entsorgt wie Bin Laden
Dabei hatte Osama bin Laden laut FBI mit dem „9/11“ offiziell gar nichts zu tun: Für seine Beteiligung an den Anschlägen in Washington und New York vor fast zehn Jahren gebe es keine Beweise. So der FBI-Presse-Sprecher (Meldung von 4.5.11). Laut der britischen Zeitung The Guardian (20.9.2001) wollten die Taliban Osama bin Laden ausliefern, falls die USA ihre Anschuldigungen in Sachen „9/11“ mit Beweisen belegen könnten.

Die Amerikaner zogen es vor, Afghanistan zu bombardieren. Die Nichtuntersuchung erinnert auf seltsame Weise daran, dass auch nach dem Terrorangriff auf das World Trade Center in New York alle Beweismittel, die den methodischen Zusammenbruch der mächtigen Stahlsäulen hätten erklären können, ohne vorherige forensische Analyse schnellstmöglich zur Verschrottung nach Indien und Taiwan abtransportiert und somit für immer beseitigt wurden.

Das erklärt, warum FBI unter Präsident Barack Obama nicht weiter den Fall „9/11“ untersuchen konnte, denn es gab keine Beweismittel mehr, als Obama sein Amt antrat. Diese wurden von der kriminellen Entourage des vorherigen Präsidenten George W.Bush beseitigt, um die wahren Attentäter zu schonen und einen Sündenbock für ihre Kriegspläne vor der Öffentlichkeit benutzen zu können. Das amerikanische Volk wurde auf diese Weise als erstes skrupellos belogen und betrogen.

Der frühere britische Außenminister Robin Cook, der mit Verweis auf die „illegale und unmoralische Zerstörung des Irak“ unter Premierminister Anthony Blair von seinem Amt zurückgetreten war, erklärte 2006 im britischen Parlament: „Es gibt aber eine Propagandakampagne, mit der die Öffentlichkeit überzeugt werden soll, daß Al-Qaida existiert. Und das Land, das hinter dieser Propaganda steckt, sind die Vereinigten Staaten von Amerika.“

Genauso wie beim Kennedy-Mord wurde sofort nach der Tat ein Verdächtiger gefunden. Ein Sündenbock wurde sofort nach den beiden Mordattentaten von den gesamten Mainstream-Medien an den Pranger gestellt und als solcher von einem amerikanischen Kommando liquidiert. Wo und wie wurde er getötet? Nicht einmal die Leiche von Bin Laden ist untersucht und identifiziert, sondern ins Meer versenkt worden. Damit wurde sie für alle Zeiten unauffindbar. Eine medizinische gerichtliche Untersuchung ist dadurch ausgeschlossen.

Der Showdown trägt keineswegs zu mehr Gerechtigkeit bei. Nur Verblendete, Zyniker und dekadente Geister können Schatten der Gerechtigkeit darin sehen. Vergeltung ist keine Legitimation eines kriminellen Verhaltens, am wenigsten für eine Weltmacht, die am Rand ihres Untergangs keine Kontrolle mehr über sich selbst zu haben scheint.

Noch stärkerer Imageverlust und bekräftigte Unglaubwürdigkeit für die USA sind die unmittelbaren Folgen dieses mörderischen Showdowns eines Landes, das der Welt wiederholt schon zu viele Lügen, Intrigen und Betrug inszeniert hat, um grausame Angriffskriege zu führen – seit dem ersten Irak-Krieg 1991, um nicht die vorherigen mörderischen US-Aggressionen zu erwähnen. Wer einmal lügt, dem glaubt man nicht. Wer dreimal oder viermal lügt, dem soll man glauben?

Ärzte in China – In Zukunft mehr Respekt?

Dr. Alexander von Paleske — 9.5. 2011 — Im September vergangenen Jahre berichteten wir über das miserable Arzt-Patienten-Verhältnis, das vielerorts in China anzutreffen ist. Tätliche Angriffe auf Ärzte und Pflegepersonal sind offenbar keine Seltenheit.

Vertrauensverlust als Gesellschaftsproblem
Die seinerzeit eingeführten Wirtschaftsreformen unter Deng Xiaoping, welche China auf die Schiene der profitorientierten Wirtschaft gesetzt haben, ziehen offenbar tiefgreifende gesellschaftliche Auswirkungen und Konflikte nach sich.

Aber möglicherweise ist im Bereich des Arzt-Patientenverhältnisses Besserung in Sicht, dank eines Buchs der äußerst populären Schriftstellerin Liuliu.
Das Buch hat den Titel Xin Shu (Angel Heart) und beinhaltet eine Novelle, die in einem Krankenhaus spielt. Kein kitschiger Ärzteroman, sondern eine Darstellung der Probleme, mit denen die Ärzte in China heute vielerorts konfrontiert sind.

Liuliu ist zwar keine Ärztin, aber in der Vorbereitung zu ihrer Novelle schaffte sie es, das Vertrauen eines Neurochirurgen zu gewinnen, dem sie 6 Monate lang bei seiner Arbeit zuschaute.

Nach und nach fassten auch weitere Kollegen Vertrauen, und gaben der Autorin einen ungeschminkten Einblick in die Herausforderungen und Probleme der ärztlichen Tätigkeit in China, einschließlich der damit einhergehenden Belastungen.

Liulius Buch beschreibt realitätsgetreu die Bedingungen, unter denen chinesische Ärzte arbeiten, die miserablen Gehälter, und die unerquicklichen Konfrontationen zwischen Ärzten und Patienten.

Der von ihr portraitierte Neurochirurg beklagt, wie der Vertrauensverlust sich in der Gesellschaft insgesamt gleich einem Krebsgeschwür ausgebreitet hat. Hinzu kommt die ungenügende finanzielle Ausstattung des Gesundheitswesens durch die chinesische Regierung, was umgekehrt bedeutet, daß die Behandlungskosten ansteigen, und für nicht wenige Patienten am unteren Ende der Gesellschaft unerschwinglich werden.

Wie frustriert offenbar chinesische Ärzte sind, das erfuhr ich selbst während meiner Zusammenarbeit mit chinesischen Kollegen am Princess Marina Krankenhaus in Gaborone/Botswana.
Kollegen, die im Rahmen chinesischer Entwicklungs-Zusammenarbeit für jeweils drei Jahre dort arbeiteten. Der meiner Abteilung zugeteilte chinesische Kollege erzählte mir, dass er den Beruf des Arztes satt habe. Er ist gerade mal 34 Jahre alt, und wissenschaftlich duch ein PhD und eine Reihe von Publikationen ausgewiesen..

LiuLiu, die zu den meistgelesenen Autorinnen in China gehört, hat mit ihrem Buch einen Bestseller gelandet, der auch verfilmt werden soll. Er könnte dazu beitragen, mehr Verständnis für die schwierige Lage der Ärzte in der chinesischen Gesellschaft zu wecken, und damit das heruntergekommene Arzt-Patientenverhältnis in China zu verbessern helfen .

Pakistans Lahore Police installed Spy Software PROMIS

Lahore, Pakistan– A research on the existing criminal justice system (CJS) recently carried out by a group of Punjab police officers as a part of their ongoing promotional course at the National Institute of Management Lahore has pointed out severe weaknesses in the police investigation wing.

According to the research paper, weaknesses in investigation, structural flaws in the whole system and lack of coordination among its stakeholders at grass-roots level have been causing an increase in litigation in society, dismally low conviction rate and overcrowding factors in prisons.

It observes that the existing system is not fully exhausted at operational level and there is an ample space within the system for effective service delivery.

The paper pinpoints several weaknesses in the process from evidence collection in a criminal case to the conviction and from jail term to corrections, recommending few actions on urgent basis, especially merger of prosecution wing with the police, least interference in police affairs, decentralisation of administrative and financial autonomy, strengthening of investigation wing by injecting more manpower and funds and grass-roots level coordination among officials of police, prosecution, court and jail.

A majority of suggestions have been recommended with additional input by Capital City Police Officer Muhammad Aslam Tareen recently while few of those have been disagreed.

The paper, a copy of which is available to Dawn, was prepared by the officers of 11th Mid-Career Management Course in Lahore. They visited two Lahore police stations-Kot Lakhpat and Defence A- as well as district camp jail. The paper focuses on the capacity and training of the investigators (who are not capable of conducting investigation keeping forensic issue in mind as most of them are incapable of deciphering a medico-legal certificate which is in English), suggesting the setting up of an independent investigation cadre with declaring 80 per cent newly-recruited trainee ASIs of Lahore police (which comes to 160) as investigators.

It says the investigation cadre initially can be done by the provincial police chief in form of a standing order and later if the integration between other cadres and investigation cadre is smooth an attempt can be made to make the initiative permanent by amending Police Rules through provincial government’s concurrence.

By imparting training on scientific lines and teaching courses underlined in the Punjab Police Rules 1934, the objective of making them proficient in investigations with specialisation in criminal investigations like kidnapping for ransom, homicide, robbery/dacoity, financial crime etc could be achieved.

The paper says in five years Lahore police will have 800 professionally trained investigating officers with sub-specialisations. Roughly it will be 11 investigators per police station in Lahore.

All dead wood in the investigation branch of Lahore police may be removed only to be replaced by the specifically trained police investigators and those officers may be employed on relatively mundane job of maintenance of public order and patrolling.

As part of the investigation cadre as support staff, the concept of investigating constables (the most neglected), which will multiply to 1,500 in five years and support investigating officers in all investigation work except sensitive raids, may be introduced with one-year rigorous training in support role to the IOs.

The paper, realising that the resources provided to the police are humongous and trickle down has problems (for example Rs195 cost of investigation per case if total allocated CoI worth Rs14.6m of Lahore police is divided on average 75,000 cases annually), suggests that there is a strong case to rethink the budgeting process or else to order the district police officers to delegate financial powers under intimation to the regional police officers to their SPs while other operational expenses earmarked for police stations in the consolidated budget of the Lahore police like POL, repair, stationery may be devolved to the police stations in the shape of an automated ‘Budget Document’ supervised by the SP operations.

The paper further suggests that all 25 registers and other relevant office jobs like case diaries in a police station are required to be automated in an interactive fashion for which the software and its applications must be uniform throughout the province. PROMIS (prosecutors’ management information system), a project of the ADB’s Access to Justice Programme, is a useful option which is designed to integrate investigation, prosecution and judicial components of the CJS. The paper further says that the hardware is already installed in the police stations and allied offices of Lahore police but what is required is necessary capacity building to start the automation process in three months for change in police culture.

The paper also highlights non-access of police to the data of Nadra, excise, PROMIS and subscriber data, lack of human resource management, poor coordination of police investigators with the prosecution department, absence of surveys and crime analysis and poor functioning of internal accountability system.

It recommends the establishment of central data bank in integrated form and its access to the police station. It further recommends introducing shift system to enhance the productivity and quality.

It is opined that prosecutors most of the time try to become IOs and press directions on investigative issues and if they are not obliged the cases are not forwarded while in the previous system the prosecution was a policing function. It is suggested that meeting of divisional SPs investigation with the concerned prosecutors may be formalised to monitor and supervise the cases.

Similarly monthly meeting between the head of the investigation branch of Lahore police and district public prosecutor should also be formalised to monitor overall performance, specifically to check corrupt practices at various stages from investigation to prosecution of a criminal case.

In order to improve the police image, third-party validation mechanism by inviting students of different prestigious universities be taken up in the form of independent surveys and crime analysis through them.

The paper in the last suggests that a dedicated unit (which should work on the lines of NYPD Internal Affairs Unit) of internal accountability of junior officers may be set up at the SSP (discipline and inspections) office to ruthlessly check corruption and highhandedness in the Lahore police. And the best way to make it effective is to mandate it with assignments which must be monitored periodically by senior police officers.
